The "Communist Rules for Revolution" first surfaced in late 1960's and were looked into by FBI director J. Edgar Hoover who called the document "spurious." This according to a July 2, 1970 syndicated article by James Kilpatrick that was found archived by the Freelance Star.
The "Rules," sometimes referred to as the "Dusseldorf Rules" were actually entered into the U.S. Congressional records by Rep. John M. Slack (D-VA) and a few months later inserted into the record a second time by Rep. Joe Skubitz (R-KS).
Congressman Frank Bow (R -OH) received a copy of the rules in 1968. Doubting their authenticity, he sent them to J. Edgar Hoover to investigate.
