President Jimmy Carter refused to have permit a military aide to stay anywhere on Carter home in Plains, GA. It was the duty of the military aide to have the "Nuclear Football," a briefcase for the President in the event of a nuclear attack.

If the U.S. were under attack under the watch of President Jimmy Carter while he was at his Plains home the military aide with "nuclear football" would have to travel 15 minutes from a site outside of the property where his trailer was stationed. This according to Newsmax Chief Washington Correspondent Ronald Kessler, author of  "In the President's Secret Service: Behind the Scenes with Agents in the Line of Fire and the Presidents They Protect"

Kessler wrote this in his book, "Because of the agreed-upon protocols, in the event of a nuclear attack, Carter could not have launched a counterattack by calling the aide in Americus." Kessler continued, "By the time the military aide drove to Carter's home, the United States would have been within five minutes of being wiped out by nuclear-tipped missiles."
