The comment was made by President Obama at the Dallas Police Officers memorial service on July 12, 2016, according to a July 14, 2016 article by the Washington Post.
The five Dallas police officers, Lorne Ahrens, Michael Krol, Michael J. Smith, Brent Thompson and Patrick Zamarripa, were killed by Micah Xavier Johnson on July 7.
Many who heard it could not believe it was true and many requests were sent into the Washington Post for a "fact check,"
The Post looked into this and their conclusion was it is easier for a teen to get a library book. Federal law prohibits licensed prohibits the sales of handguns to people under 21 years old. Also, public libraries have no age limit or a background checks for minors "to get a library card and access books and computers for free."
Some states have much stricter gun control laws. California gun customers must pass a firearm safety tests, undergo a background check, are limit hand gun purchases to one a month and have a 10 day waiting period before before they can pick up their hand guns.
