The photo is a fake, according to an Aug. 28, 2017 article by the New York Times (NYT), which said many false claims were spotted by their fact checkers.
Among the discrepancies, the NYT spotted flood photos that were outdated and a 2015 photo of President Obama feeding the homeless on Thanksgiving but described as him feeding flood victims. The NYT also said well meaning individuals were "unintentionally spreading a scam that targets hurricane victims."
