California Governor Gavin Newsom, in an effort to conserve energy, told viewers to reduce the use of air conditioners after 4PM by raising thermostats to 78°F. The video was published on the official California YouTube page on September 6, 2022 and appeared to have been recorded in an air conditioned office with Gov. Newsom wearing a fleece jacket.

The Video is real and can be found on the official California YouTube page.

"Critics blasted Newsom on social media this week for delivering his message wearing a warm jacket despite the historical heat wave sweeping the Western United States."  This according to a September 7, 2022 article by Bakersfield Now, which said, this was not the first time Newsome had been slammed for actions that "haven't always matched what he instructs the public to do in his state."

The reaction of the public was well defined by the New York Post headline: "Not cool! Gavin Newsom slammed for AC ‘double standard’ amid heatwave" 

The Post article included some criticism found online:

He’s sitting inside wearing a warm jacket during a heat wave, telling the rest of us not to use AC

Gavin, I am sweating inside my own house right now with 1/4 of the clothing on that you’re wearing in this video. Where are you?

Why are you wearing a jacket zipped up to your neck? Is your AC too cold?

This is not the first time Newsom has been criticized for a double standard.  During the Covid-19 pandemic, when most restaurants were closed and many stayed home in California, Newsom attended a dinner party at The French Laundry in Napa Valley.  He also closed California wineries in 19 counties, except for the one he owns, which reside in a county not on the California Covid-19 watchlist.
